IS Sound Digitiser by Innovated Software is believed to have been introduced in 1988*, however the dates on the cartridge below suggest earlier. If correct, this would indeed be the earliest Sampler for the Atari TOS computers. It is a Sampler capable of 4, 7 and n 8-bit mono sampling, at sampling frequencies of 1 kHz and 31 kHz, plus an extra 48 kHz.
